Sara Thornton will talk about the NPCC's Specialist Capabilities Programme, a major review of police specialist capabilities being conducted with representatives from the Association of Police and Crime Commissioners (APCC), Chief Constables, the Home Office and the National Crime Agency. Issues under consideration include collaboration between, and amalgamation of, forces, and whether local policing is being diluted too far.
