Health Innovation and Education Clusters (HIECs), arose from the Darzi review. Their purpose was to bring together education, clinical practice and private sector companies to increase the rate of diffusion of best practice, innovation and research.

Anglia Ruskin University's Postgraduate Medical Institute is a partner in the NECLES (North East & Central London and Essex) HIEC. Other partners in the NECLES HIEC are Queen Mary College (Bart's and the London Medical School) and University College London Partners (UCLP). For further information see the NECLES website.


The NECLES HIEC identified three pathways in the initial phase of work in 2010.
  • Maternity
  • Cardiovascular disease prevention
  • COPD

Due to the success of these pathways three further pathways began in 2011,
  • Migrant Health
  • Eyes & Vision
  • Asthma

The Maternity pathway, led by Pathway Facilitator Louise Jenkins and Pathway Fellow Lizzie Hamilton aimed to improve care for women, their babies and families across the NECLES HIEC area.

One element of this work was to increase normal birth rates, and centred on the implementation of the Institute for Innovation and Improvement's program to 'Optimise opportunities for normal birth'. Funding was successfully secured from NHS London and the East of England SHA for six Trusts across the HIEC to receive traditional support from the Institutes Maternity team. Due to overwhelming interest from clinical trusts in the NECLES HIEC a 'Community of Practice' has been developed to share learning from those receiving Institute support and develop resources that contribute to the aim of the group. Network days have been successful, with representatives from the majority of Trusts involved attending. A conference is planned in the new PMI building in the autumn, in collaboration with colleagues from Anglia Ruskin University and Mid Essex NHS Hospital Trust to share learning with a wider audience and celebrate opportunities to promote normal birth.

Work has also commenced on a patient relationship management system with our partners at UCLP. This project is supported by a Health Foundation Grant and aims to change the culture around antenatal care by facilitating a more collaborative approach between hospitals, GPs and women. This project has just completed the set-up phase and has started to speak to women and clinicians about their experience of the antenatal care that is currently available.

A new research interest group for reproductive health was launched in January 2011, to develop a group for those interested in research in this area. The launch was co-chaired by Louise Jenkins, the pathway facilitator for Maternity for the NECLES HIEC and Caroline Gunnell, Co-director of the Essex and Herts CLRN. The event was attended by colleagues from Clinical Practice as well as academic colleagues from Anglia Ruskin University. A subsequent meeting in May was also well attended, and the group is working towards adoption as a Local Specialty Group with the Essex & Herts CLRN.
