Leonardus Heijenrath was Director of the Hogeschool voor Economisch en Administratief Onderwijs in Limburg in the Netherlands, at a time when Anglia Business School was building its network of affiliations within the wider European environment. He was instrumental in drawing up the Agreement of Co-operation that came to exist between the two institutions. As a direct result of the agreement, Anglia staff and students were able to participate in exchanges with the Netherlands and to establish joint research initiatives. The agreement also paved the way for the establishment of joint courses, with periods for students in each institution, leading to the attainment of dual qualifications.

In 1992 Leonardus Heijenrath was made Honorary Fellow of the University.
