Graham qualified as a solicitor in 1979 following university and went on to become Senior Partner of a national law practice based in London, Principal of a London practice and then Consultant with a Cambridge practice. He has extensive experience at senior level in areas relating to governance, regulation and professional practice.

He sits as a Solicitor Assessor (Civil) in the High Court of Justice on Costs Appeals and was appointed as a Board Member of the Courts Board (CENS), a public appointment and statutory office under the Courts Act 2003. He is a panel member of the Conduct and Conduct Appeals Committee Panels of the Cost Lawyers Standards Board (an 'Approved Regulator' pursuant to the Legal Services Act 2007). He is appointed by the Institute and Faculty of Actuaries as a member of their Disciplinary Pool - selected to sit on Disciplinary Tribunal Panels, Interim Orders Panels, Adjudication Panels and Appeals. The regulatory activities of the Institute and Faculty of Actuaries is overseen by the Financial Reporting Council through its Professional Oversight Board. He is a member of the Education Law Association and retains on going links with legal practice.

He joined Anglia Ruskin Law School in October 2008 and lectures on the LPC and LLB law programmes, in the areas of civil litigation and dispute resolution, private client, succession and legal skills including entrepreneurship and business development. He also has a Postgraduate Certificate in Higher Education and is a Fellow of the Higher Education Academy. He has a developing research focus in 'public interest' and how regulatory bodies represent the interests of the public in providing protection.
