Bill retired from the University of Exeter in 2005, where he was Senior Lecturer in Politics and Director of the Centre for Police and Criminal Justice Studies [1985-95]. He holds a University Fellowship there. Since retirement he has continued to supervise PhD students on research topics related to policing, organised crime and terrorism and is building a group of PhD students in these areas at Anglia Ruskin.
Bill also is a member of the Executive Committee of the Standing Group on Organised Crime of the European Consortium for Political Research. He runs the group's blog and is one of the Editors of the Newsletter. He also works for Janes Information Group.
Bill's research is on the appropriateness of cross-border responses to organised crime and terrorism. He is internationally recognised for his work on terrorist financing, in particular his analysis of the IRA as a business. He is currently writing up a series of draft articles on police use of databases; organised crime and civil society; and the political economy of terrorism.
Bill also has been involved in Continuing Education and developing short courses for practitioners for 40 years. He was involved in pre-Staff College courses for Army officers from 1971-8. He was then advisor to the South West Region Inspectors' Development course from 1978-84. From 1985-95 he organised the MA in Police Studies at the University of Exeter and developed a Diploma for Compliance Officers. He has taught in Cyprus, China and South Africa. He is developing a programme for Criminal Justice professionals at Anglia Ruskin University.
