Paul completed his undergraduate studies in the School of Modern History at University College, University of Oxford, and his postgraduate studies in Film at the Slade School of Fine Art, University of London.

He worked for several years with an independent film sales and distribution group, and as a repertory cinema programmer in London. He was a founder member of the Independent Film-makers' Association. In the 1980s he worked as Film & Video Officer for the Department of Recreation & Arts in the Greater London Council. He was a researcher and producer with Faction Films, London, and Trade Films, Gateshead.

From 1991 to 1995 he taught in the School of Art, Design & Media at the University of Sunderland, and from 1995 to 2005 in the Art School at Sheffield Hallam University. He has published on labour movement films of the 1930s, the British Documentary Movement, and the screen representation of the north of England.

He is co-editor of the best-selling text-book 'Media Studies: a Reader' (Edinburgh University Press, 3rd edn, 2009).

Paul is interested in supervising research topics in twentieth century media history.
