Dr Parsa graduated as a qualified GP from the University of Zanjan, Medical Sciences and Health services, Iran in 1994. As a result of working for a decade both as clinician and senior management appointments, Ali developed an interest in research within Healthcare Policy and Healthcare Management. He was awarded a Training Fellowship in Health Economics by the WHO in 2000 which triggered his interest in HSR, Health Economics and Health Policy. He then completed a Postgraduate Diploma in Health Services Research (HSR) from the School of Community Health Sciences and his PhD in Health Economics at School of Clinical Sciences at the University of Nottingham (UK).

Dr Parsa is an experienced national level health manager who has exercised health policy making at national strategic level. He is also a clinician with vast experiences in Public Health and, Health Policy and Health Economics. Advisor of former Deputies for Cabinet Minister of Health & Medical Education (MOHME) in Iran (2002 - 2003), Dr Parsa was an active advisor both in “Resources Management & Development” and “Medical Education”.

In 1991 Ali started working as a Research Fellow in Iranian Academic Centre for Education, Culture & Research (ACECR) -Zanjan University branch, Iran. As a qualified GP, he has worked for several years in both an A&E department and General Practice centre in Iran.

His success in the field of Health Management skills was recognised by a series of rapid promotions between 1994 and 2003. His achievements in health management skills and teaching via academic attachment at Ahvaz Jundishapur University of Medical Sciences benefited from his former roles of Deputy Director of Primary Healthcare Authority (1995-1995); Chief Executive Director of Taleghani hospital (1995-1997); Deputy Director of District Health Authority (1997-1999) in Abadan; and advisor for vice-chancellor of the Ahvaz Jundishapur University in pharmaceutical & food safety and health Management (1998-9).

In October 1999 Dr Parsa commenced working as Deputy of Director General of Planning, programming, Budgeting &Health Economics Department at the Iranian Ministry of Health& Medical Education and with a personal interest in the Education and R&D unit. It resulted in the appointment by former Deputy Minister of Health in 2000 at a high profile role as Director General of Planning, programming, Budgeting& Health Economics Department. He has completed two years senior appointment as advisor of former deputies of Cabinet Minister of Health and Medical Education in Iran.

In 2012, Ali joined Anglia Ruskin University as a Senior Lecturer in Allied Health and Medicine for the Faculty of Health, Social Care and Education. He then moved in the newly established Faculty of Medical Science (FMS) in 2014 and as a member of Public Health team contributes to the undergraduate and post graduate (Master/Doctoral) studies.

Areas of research supervision

Ali has supervised a number doctoral candidates to completion. This has included candidates for Ph.D. and MDRes and MD in the UK and also in Iran. Ali’s supervision areas include: Medical, Clinical Trials, Public Health, Health Economics, Health Management and Health & Social Policy.

Ali ‘s teaching areas include Public Health, Health Economics and Management, Health Promotion, Medical Ethics and Anatomy & Physiology and Pathophysiology. He also contributes to the delivery of the relevant subjects to the postgraduate research students training.
